Part-time work in Ireland: what the new WRC Code actually means for you

A new, updated Code of Practice on Access to Part-Time Working has been issued by the Workplace Relations Commission and signed into effect by the Minister. 

While a Code of Practice doesn't create new legal rights, it matters because it sets clear expectations for how employers should handle part-time working requests, and it's something decision-makers look at closely if a dispute later arises.

Here are three things that matter most for employees.

1) This is a new Code, and it raises the bar for employers.
The Code has been updated to reflect modern working life, where part-time and flexible work are normal, not exceptional. In practice, this means employers are now on clearer notice that requests for part-time work should be taken seriously and handled properly. 

A casual refusal or an off-hand "that won't work here" is exactly the type of approach the updated Code is trying to move away from. Employers can still say no, but they are expected to engage with the request, consider it, and explain their decision.

2) Asking for part-time work should not put you at a disadvantage.
Many employees worry that even raising the issue will damage their reputation or stall their career. 

That concern isn't unrealistic. The real risk often isn't the request itself, but what happens afterwards: reduced visibility, fewer opportunities, or workloads that stay the same despite fewer hours. 

The Code reinforces that part-time workers should not be treated less favourably than full-time colleagues. The practical takeaway is simple: hours, duties, availability, and expectations need to be clearly discussed and recorded, not left vague or assumed.

3) How the decision is made matters.
The updated Code places real emphasis on fair process. That includes consistency, reasonable timelines, and clear communication. 

In practice, employers often get into difficulty not because of the outcome, but because of how they reach it. 

Poor process can leave employees stressed, uncertain, and exposed, particularly where there is an obvious power imbalance.
